Design points not stacking

After missing 3 races, I went to the menu to use the design points and I only had 17 points.
I am level 17 so I think I should have 17 * 3 points.
Is this normal or should I open a bug?

You are correct, if you haven't logged on for three days but your team has competed in three league races you should have received 3 lots of design points from your Design HQ. But it's your Design HQ level that determines how many points you receive, not your manager level. So what level is your design HQ?
