What role does the chief designer play? Would you recommend a higher level chief designer or an auto-signed one?

The higher the level of the chief designer the better the part will be when fully done e.g
lvl 3 designer may only be able to only get 80% as the highest potential whereas lvl 8 designer may be able to get 100% as the highest part potential
