Yes, the host can. If the host is inactive then contact the helpdesk and Aaron will do it for you. :)

Is there a certain tab the league owner needs to go to for the transfer of owners. He can't figure out where to go and how to do it?

It's on the same page where he can manage all the settings for the league such as the race duration etc. If he opens the Manager > My leagues page or goes to the league-info page and clicks Manage league this should get him there.
