Is iGP made mostly for phones?

I use an old tablet, and it is slow with this game. This got me asking, that *what the title says*. Is iGP made for phones? Is iGP made mostly for fast devices? Type your answers. 

Is it depending on processor performance, drivers, SSD, or RAM?

The game is designed to run on as many devices as possible. Obviously there are some things the devs simply cannot do, such as creating a piece of software with no minimum operating requirements. If you have a better device of any type, the performance will also be better.
