I know that igp is undergoing changes at this time and Jack is also very busy due to the recent events in his own life.
I started playing igp in July and joined an everyday league. I won the championship in my first and second complete seasons very narrowly. Then I found myself in elite tier of that league with less than 40 races to my name. I would be crushed in elite with me being upto more than 1min adrift of the leaders in the race. It would take me another 4 seasons at least to even think about being competetive(wind tunnel, rest rig, better staff, driver) due to my level. So I didn't want to invest such amount of time. I quit playing for 1 month or so. Then I wanted to join my current league but the elite was empty. The pro were as fast as I was and it'd be fun again. I tried to get relegated but couldn't because people quit in the last races in the league I joined to avoid relegation and promotions/Relegation got inactive.
So what I was thinking of is a system in which a manager needs to be of a certain level atleast to get promoted to the next tier. Ex: level 3 or 4 to go to pro and level 8 to go to elite. I'm not having any fun right now even though I like the game. Hope that you can find a solution to my problem.

Thanks for the feedback Ramkrishna. We're obviously not able to take any kind of drastic action over this immediately, but we are looking at revising the league system in 2015, although we're talking at least 6 months away, because there are many things to finish before then.
What I would suggest is joining or starting a league in which promotion is not active. The host of a league can choose to manually disable promotion and relegation, so it is not set in stone that you must promote if you win the league, a host can change this at any time. There is also the possibility, if you wanted to, of resetting the team and returning to the Rookie tier, or leaving the league before the season finishes. I understand this is not ideal, but there are many ways to avoid this situation, the best currently available is to join a league without promotion / relegation zones.

I am also having problems with Pro divisions. They have too few to get promotion or relegation. I am in one with only two active teams. Anyone can point me into a Pro division with more than ten active members or is there another way I can join Elite please?
I can only race between 1800 hrs and 2200 hrs London England time

im in mygarF1 atm and it has few people in it, but the birtish motorspor igp league has over 12 teams in every league, and they race every night at 20.30
