Hi,
I've just come up at the usual time to take part in my race but when I get in, it looks as if it has already happened. Also, the race was supposed to be 26 laps but the race data only shows 24 laps. Is something broken and if so, can my race be reset?

Assuming you mean this one:

Everything appears normal. It's 26 laps, but your cars got lapped twice, so they only completed 24 laps. The race appears to have started on time because the results were posted 42 minutes after the scheduled start time.
Did the clocks recently change where you are or anything else that might have impacted the start time for you?

Races take place 1h earlier since 02 AM last night, European Time (GMT).
All europe changed time and went 1h backwards last night.
Warren forgot to setup his clock ....

Ah, right, yes, I'm in the UK and our clocks changed but I've never been affected in the past by clocks changing. Obviously all my clocks are correct but does that mean iGP is now going to be an hour early all winter?
I finished 2 laps behind because I was AFK for the race, I thought the race times stayed the same despite daylight saving changes, maybe this is under the control of the league owner?

iGP uses UTC/GMT time. If we shifted the clocks for all leagues based on any one timezone, it would go out of whack for everyone outside of that timezone. The best compromise we could make was to stick to one fixed timezone which never changes. Every single time the clocks change this comes up, without fail. :)
The league host can change the start time if there is enough demand, yes. Many league hosts understand the system and change in advance. You could ask your host if they will change it for you.
