Small tweaks to decrease repetetion

While I love playing Igp and trying to extract a tenth a lap from all my decisions which gives me 3 seconds a race :D It is great fun but after a point, it is about repeating the same strategy from the previous seasons. Check the fuel consumption,tyre wear, put some SS and take it easy. There are two small things in my mind which could be considered to bring out the strategist in us :p

1) The tyre and fuel change a bit after every season in all leagues. For example, the durability increases/decreases and operating temperature shifts for a compound randomly by a small margin thus avoiding repetetion and people would have to test out the tyres in the first few races to see which tyres fit their strategy the best. Sometimes some compounds, due to the shift could have less of an edge over others. 

   If SS's durability decreases by 5% and thath of S increases by 5%, or the pace shifts vice-versa, that would make S better than SS. It would mean, different strategies every season.

2)League owners must be able to deciede if the want refuelling. Without refuelling, pit a lap early work to overtake works and would hit us back at the end of the stint. The undercut is not very obvious with refuellling because the lack of pace due to worn tires is being covered by the decrease in fuel. It would make strategies more interesting.

(or)

The amount of fuel in the first stint effects qualifying. That way people could balance between straategy and grid position. That would also reduce what everyone says is the "Quallotery". Fuel loads make more difference than the small things do and qualifying would almost be straight forward.

I thought that fuel load was carried in Qualifying that you put in for your 1st stint.

Qualifying laps are always done with 10 litres fuel on maximum push.
