I manage this league:

And i have a single manager (Martin Wones) in the Pro level. Can he be moved up to Elite so i can keep him in the league?

Hi Lanny, manual promotions are no longer available. There is a work around which can be used. Ask the manager from Pro tier to move to another league where there are more than 8 managers in Pro tier if the said manager finishes the season in top 2 then they get promoted to elite tier then they can rejoin your league.
