I have a dilemma and need your help to solve it.
I have a level 19 driver who is almost maxed out (remaining 9 points) but I could buy a maxed out level 18 driver since I am at level 18.
My question is this: Is a driver's level more important than the attributes or the attributes more important than the level?

The attributes are more important than the level.
For a fully maxed T20 driver the level can be anything between 18 and 20, it just depends how the manager has trained them. The Devs say that this is a visual bug and has no effect on performance.
So in answer to your question, I would ignore the level and choose the taller driver.

Thanks Kelvin for the help. Your third paragraph mentioned to "choose the taller driver". Do taller drivers have an advantage over shorter drivers?

Many people who have played this game for a long time believe taller drivers have a slight edge in qualifying.
This became noticeable when the Devs switched off driver errors for qualifying. Because the qualifying times are now so very close even a few thousandths of a second can result in a big difference to your qualifying position. I don't believe there is any evidence of taller drivers being faster in the race.
