It would be great to see a Safety Car or a Virtual Safety Car been introduced into the game to add to the reality of the game.

Agree, but they already added this. Unfortunately due to the prevalence of inactive managers and not fixing your cars the back ends of races got plagued by incessant safety cars and VSCs, effectively killing the racing, so it had to be dropped. If there can be found a solution to that problem, the SC and VSC was a very good addition in my opinion (it would have opened up massive strategy elements and made moments very exciting).

Maybe, if it's not too much work, it can be reworked so that VSCs and SCs only occur when a car retires on a certain part of the track to alleviate the aforementioned problem? I don't know.

Yeah, why not, it could be interesting, but also particularly annoying because of the many inactives, so why not put Safety Car and VSC as an option that can be activated in the settings of leagues or private QR rooms.

It's a no from me.  Did not work last time, especially in competitive Elite tiers.  I doubt that even a rehashed version would either be accepted or even work as it should.

I mean,  even the mods reject this type of idea pdq
