As far as I understand, you are working on improving the league rules for the host, in this regard, I would like to ask about the possibility of disabling ballast in pro & rookie.
It seems to me that this is often a problem when a player of 11-14 level gets into the elite, and not 18-20, and then spends the whole season in the elite, losing to everyone by a minute or more.

Wouldn't that make them lose by like an hour in rookie or pro?
This is the Way. Better to lose to higher level players at all stages, and not just in the Elite. And they will not be in the "elevator" mode, ascend to the Elite and instantly fly out.
I have to disagree I’m afraid. Without ballast, a lvl 20 relegated to pro will win promotion without a fight, it means lower level pro’s are condemned to stay there until they reach level 19 or 20, creating a “closed circuit elite” tier.
At the moment a good manager knows how to survive in elite even beeing lower level, on the same argument, a good lvl 20 manager knows how to get promoted back into elite.
It’s a management game, lower level managers in elite should use all the tricks they have to avoid relegation, I know it can be hard but it’s not impossible. It’s a waiting game and it’s about taking opportunity at the right moment which I think what management is all about.
