In all racing, including in this game - and, indeed all sports in things like the Olympics - the top 3 to finish get to stand on the podium. In F1, the top 3 in the championship get to go to the prize giving.
So, why at the end of the season do only the top 2 win promotion? I think it should be opened up so that the top 3 win promotion, and yes, I realise that it means the bottom 3 would have to be relegated, but that just means they need to race harder.

Leagues with one pilot - four players are promoted, with two pilots - two.

When a manager gets to a competitive league and they get lapped every other race, the appeal to stay in rookie/pro and develop till they hit those levels becomes apparent.

Sounds good on paper, but people would probably hate not being promoted. As I have proven it’s possible to be competitive with lower levels. ?

Those level limits have 3 problems in my opinion. One, which is easily solvable, is they are way above the ballast settings. 
But then there's the problem of no league being alike, so for hard leagues those proposed levels are OKish, but for mediocre or easy leagues they are source of frustration locking players into tiers they're more than ready to leave. 
Finally it is the players themselves. Some might be frustrated fighting a loosing battle, but I'd rather fight that to potentially level faster in a higher tier but mostly to watch and learn rather than repeat another season winning in the tier below. I'd hated not to promote despite seeing others doing the elevator seasons.

Sounds cool. Sometimes “newcomers” come to the Elite, who have no chance in the competitive elite and this becomes the most difficult month in the game. These players often stop playing, especially if they end up in a league with fewer than sixteen players and are destined to spend several seasons in a row at the end of the field.

So often new leagues appear, where less strong players play, but such leagues only interfere with the "top" leagues, these players could be in the top league in a strong division in the "pro", but they either have to go to a weak league, or be " Haas ".
