The L18 or L20 driver is a minor visual bug and has absolutely no effect on performance. If you fully train a Talent 20 driver to 20 across the board he will max out at L18, even when his experience rises to 20 he will never achieve L20. But he will be just as fast as a L20 driver.

If you really want your driver to achieve L20 you need to stop training before the driver gets to 20 across the board and leave one of the "Mental" attributes at 19. Then wait until Experience hits 20 and re-commence training. When that final "Mental" attribute clicks over to 20, as if by magic the driver will suddenly become L20 - 5 star.
