If you have a scan back through the "Suggestions" sub-forum you will see this suggestion comes up quite regularly and most often by people who are relatively new to the game. The majority of the community are usually against such a feature, arguing that iGP is a Management game and these types of random events sit better in Arcade games.

Been done before.  Also, not been done since.
In this game, flags and safety cars have been found to destroy racing in competitive, Elite and Pro tiers (do not know about rookie, but I would not be surprised if it is the same situation there).  
In my opinion, safety cars and VSC's coming out during the last quarter of races (when inactive cars retire, normally) was a worse thing than having slow cars do you for DRS throughout a race.  At least you have a chance to recover from the latter.

So, no, please do not try again with flags and safety cars.  They are a bad thing in my opinion.

Ahhhh the good ol' days of safety car during the last 5 laps because some people hadn't fixed their car and one after the other broke down?

I don't think I ever saw a safety car, just the yellow flags to prevent overtaking.

It was never visible in itself, there was just a message displayed that it was deployed. I think there was even differentiation between yellow flags and vsc, but I can't recall it completely. I just remember how annoyed everyone was when this stayed for x laps, because unrepaired cars broke down.

I had a few races which had a virtual SC but only when cars retired, and I saw the normal SC dot only once and from what I remember none of them were pleasant experiences.

Major keep their rules with that way add new mod to figure it out in long term...
