You can get it here or spectate any race on the spectate list for a prompt for the installer.

Ok so I used it before. This update it stopped working. It would crash right after the splash screen. 

So I uninstalled, rebooted and tried to download. Could not find it but yes your post help I downloaded and re-installed but the windows app no longer works for me. Still crashes after splash screen. Arrg
