Level 4 Development With 0 XP Left

I just noticed my scouting went up to level 5, but on the homepage it says my development is at level 4 with 0 XP remaining.

Looking at the in depth tab it says my development is at level 5! And what's really frustrating is that I can't improve much needed office space because it recognizes me as level 4.

If there is any solution other than doing another race please tell me. Thank you.

Oh and sorry about putting under gameplay assistance, still recovering from last night xD

It happened to me too, longtime ago. You need to have at least 1 point to switch level. 0 is simply not enough.
The solution is: wait for just 1 race more.
