There is some bug in marketplace. I'm level 12 since yesterday and I cannot find any 5 stars staff. There are many level 12 staff members (my maximum level) but they are all 4.5 stars and after a day I have not seen any 5 stars staff.

Don't worry about the 5 stars. A staff member the same level as your team will perform the same whether they are 5 or 4.5 stars. 

But this is not what the bug report is about so I will escalate it to the iGP Team.

Kevin, this problem persist up to at least level 17, I’ve gone through these levels without finding a 5 star cd on transfer market

Like I said it doesn't matter. Just make sure the staff is the same level as the team and ignore the stars.

To bring it back to the OP, I looked in to this and couldn't determine why you weren't able to bid on them. It's a strange case. If any more examples come up let us know and we'll try to identify a pattern.
