As an option for when the league rules come out I think the option to disable boost for ai cars would be a good addition.
For leagues where most managers race live ai boosting cars can really mess with in race stratergy. They won't win the race or even beat any of the managers present but their boosting can affect carefully set up tactics in a stint and influence who wins out of the managers that have turned up to race.
So allowing a league to do this would enable those present to race each other properly without interference from cars that won't end up winning.

Only if it applies to teams that do not do a setup prior to the race.
Teams that do, do setups prior to the race should be allowed to race with a full DRS and boost allocation. Those that do not do setups have more than likely quit the game as a general thing, but some leeway should also be given to teams that do that, in case the manager decides to re-start the game in that time.
So. In conclusion...
This rule should be optional.
This rule should be automatically invoked, if selected, after 1 week for any team. (To allow for returns to the game)
This rule should only apply to teams that are regularly not doing set-ups. Other teams that do not attend races, only, are still trying to play the game. So should not be discriminated in this selectable rule...

All of that is irrelevant. League rules are optional rules. So like any other rule whether currently enforced by a league or would be officially enforced in the new feature people can race in leagues with rules they like. It's not enforced on everybody, it's a decision for individual leagues like anything else in this regard.

If people are engaged enough in your league, you will know whom and when holiday blocks will be necessary. You just turn the option off until they have mainly come back.

But its becoming an arbitary rule would put a lot more people, like myself, in a bad place.
This particular rule if not made optional would lose the game many, many managers in my most humble opinion
