If I wanted to create a league that starts in about 2 weeks, would I have to leave my current league? I only have about 7 races left and I want to complete it but I want to get my league prepared as well.

You can make a new league without having to leave your current league -- but if nobody is racing there, it will be automatically shut down after a certain number of races. I don't recall after how many races it gets shut down. Might be 2 or 3.
