Is there any plan to have inactive mangers removed from HoF and drivers contracts removed?

Stuart the HoF i am not sure but i agree should happen. but if they are managers who have worked bloody hard for it and have got there from ages of work then they deserve to stay there. 

also driver contracts run out after the amount of races left have passed unless you get kicked from a league

Alex, But for over 2 years is wayy to long yeah we have all worked hard and take time out so why cant we get to the top?

Understood but gives a chance to other managers?

No plans to do this. Just because a manager is inactive it doesn't mean that they shouldn't be listed in the HoF. Many games have inactive players listed in their equivalent HoF or stats rankings, it's normal. The driver contracts are designed to be frozen when a manager goes inactive so they can return and continue where they left off.

Jack, how much of an annoyance would it be to create other filters in te HoF?

Maybe a filter where one could set the last time the manager was active (1 week/1month/1 year) could solve this matter.

Jack,  The filter, from Ross, idea sounds like a good solution and/or currently active in a league option too, don't you think?

I think the actual problem isn't to do with good players in the past who have set the bar high, it's to do with those who have flourished when the website wasn't as newly updated. Like how is it possible for the fastest time on a race come from a driver who did it on full wets? The only answer is that it was done when there was a bug to be exploited. 
I'm sorry but this is one of those things that will actually turn people away from iGP if it's not fixed, unfortunately this is something that almost all online games suffer from. Players who took advantage of a bug or used some cheat/hack to post unrealistic/impossible times to get onto the leaderboards
