More  precisely it means the driver will retire at the end of their current contract. I do not know whether it is possible to hire a driver for more races than the current season if they have retirement plans.

If the driver has this after their name and they have no active contract it means they have retired, and as others said if it is there and they have a contract it means they retire when it expires.
