Chief Designer issue

Hello,

Have you upgraded your offices and hospitality to the maximum? A level 20 HQ is much more likely to provide 5 star staff. 
Additionally, 5 star Level 20 Chief Designers are still quite a rarity (however not nearly as rare as they used to be) and so getting one in your Headquarters is still lucky. I have just checked my Headquarters and my highest level CD is a Level 16 4 star, which just shows that even at a level 20 Headquarter, not getting any 5 star staff is still a possibility.
