Due to reinstalling loading an ad might be needed to make it ask for tracking and maybe another one to let the ad vendor see tracking is allowed. If no tracking works it shouldn't be transmitted, but have you tried resetting the advertising ID if still there? As it can be reset it might be excluded from the tracking permission and resetting it might prompt the ad vendor to send some ads to test settings (as well as resetting the history of shown ads at the vendor if not otherwise fingerprinted).
