What did you try to do?
If a team (in Elite or possibly pro) above the relegation zone leaves after the final race, but waiting for Rookie or Pro to finish so the season will end properly then they are removed from the championship. When you look at the previous season's standings, they are not in the championship and the person in 15th is moved up to 14th and seems not to be relegated.
What happened instead?
The person who was in 14th place according to the season standings does in fact get relegated. (I assume that the relegations are done at the end of the final race, regardless of how the final table looks like).

It should be able to. I've seen it happen twice.
Additional comments:
it would be interesting to see in Pro, if a team that is promoted leaves before the rookie race finishes if the championship shows the team in 3rd place looking like they would get promoted but stay.

The team in question is Cthulhu racing, who are above the relegation zone in the Elite table and relegated to Pro.
