Hi there,
New player, just wanted to ask when leagues state offline and no connection during the race, is this a game option they can turn on? So I could connect to the race to watch as a spectator? Or would I need to make sure I don't click on it?

You would need to watch the race using a second account. Logging into an offline race with the account that is a member of the league would disable the AI from using boost so is not on your best interests to do so. Additionally, most offline leagues would likely impose a penalty for doing so.
