4 ways to find a League with managers:

______1 Simple way: ====================================================================
For know how many active managers in a league. The Igp system recommends easier, a determined league.
iGP menu >> Leagues
You can see the "Cars on grid" value.For 2 car league. Divide this value by 2 and the result is the Active Managers in that league.
In the graphic: 24 cars in a 2 car league = 12 active managers playing.
______2 Detailed: ====================================================================
For know more data about leagues but only Managers per league. But here you can access to more detailed data of leagues.
iGP menu >> Leagues >> See more options
You can see the Teams value: Managers on the league / Max number of managers.
Note: This method only shows the total number of managers on the leagues.
______3 League: ====================================================================
For know about activity of a determined league.
(Once league selected.) League page >> (select your tier)
Here you will see a list of Managers of the league. But you dont know if they are active or not.
Note: Be sure about you are checking your same tier.
Now: Schedule >> Result (last entry of the bottom ) >> Managers
Here you will see a list of active managers of the league. But you dont know if they are attending races or not.
There are leagues with 14 or more managers but only 3 active.
______4 Online Managers: ====================================================================
For know the number of managers are playing online.
Note: You need to do this method at time of the race only:
iGP menu >> Spectate
Here you will see a detailed list of running leagues. For Car Value: (For 2 car league. Divide this value by 2 and the result is the Active Managers in that league.)
Now (Select the league that you want) with the word LIVE! on circuit link.
Here you will see a starting grid for that race. Useful to compare your handicap to that league.
Note: The 0:00.000 value means that team have a inactive Manager.
Now select FREE DATA VIEW or 2D RACE VIEW (if you are subscribed) >> chat button
Here you will see the attending Managers: They have the team color in his names.
The {names with grey color} with { } meaning they are spectators of that race, they are not managers of that league.

[*]Not all attending managers are chatting. There are leagues with a lot of chat activity others are quiet ones.
[*]The best way to make friends for sharing ideas or chatting are: search for managers of your same Language or managers from your country.
[*]Try to make a good mood ambient, because friendly leagues always are the best leagues, and that add a lot of fun to the race.
[*]Sometimes league managers do publicity of their leagues in the forum. You can consult or ask to join to that leagues.
