I had an issue with my car running out of fuel on the last lap so now I put in just a little extra fuel incase I increase my push level. Now sometimes if I plan to pit on the 12th lap it now goes to the 13th but runs out of fuel 3/4 of the lap, although it always gets back to the pits I can lose anywhere between 5 to 15 secs(1st to 6th or 7th is common). Is this a bug or am I missing something?

It's not so much a bug as the game being a bit "pit averse" when it comes to fuel level. If your car has sufficient fuel to do about 80% of another a lap it will not pit.
This logic was introduced quite a long time ago in response to complaints about the opposite happening. It used to be that cars would pit a lap earlier than planned when they had just enough fuel to do an extra lap (often running out in the pit lane). If your cars pit early even if it is only for one stint than they're probably going to do an extra pit stop as they will be under fuelled for the final stint. This also wrecks your race.
You say you are putting in extra fuel to compensate for higher PL. This suggests to me that you are managing the race. I'm afraid at the moment the only advice I can give you is to keep an eye on the "pitting" indicator and if the car doesn't auto-pit on the lap you planned then you should manually initiate a pit stop.

Thanks, it's ruining a lot of my races lately particularly as I don't manage all my races just some. I'll try find another way around it
