Considering the quickest pit time currently whilst refuelling is capped at 3 seconds, would pit times during no refuelling races be able to go sub 3 seconds considering only the tyres are being changed?

The minimum 3 seconds is to change tyres. So in a no refuelling race all of your pit stops will be 3 seconds stationary.
