If I left a league to stay in Rookie Tier, (I don't want to go to Pro), even though there are 2 races left, would I stay in rookie?

long as you leave before season ends.
Start a league up without the tier system in place if you want to stay put.

You make the correct way NICO but creating a league is not necesary.

Quiting before the last race and you will aboid promotion.
