I am just confused why not give the driver outside top 10 a fastest lap point [if he gets a fastest lap]

You are twelfth or worse, 3 laps to go, you cannot score points, after a race having a bad strategy why don't you do another stop to use supersoft and steal that point?

That's the reason why this is not allowed in real life too. If you pit while in top ten you will likely lose points (more than 1 probably).

Doing an unneeded stop to get a fastest lap point is against the spirit of motorsport.
