How is that Quali Pace is better than Race Pace? In my case, it often happens.

Well, the advantages the Quali has it's often run on the softest compound used during the race at both low fuel amounts and good tyre condition, also currently the driver makes no mistakes.
The advantages of the race are the track getting rubbered in and thus ever faster during the race and, if online, the ability to tailor the push level much better to the needs at hand. For single fastest laps there's also boost and the there's DRS of course, but that's not part of the general pace.
If you meant compared to the competition you might've build a Qualifying car and/or manage the race worse. In case of offline there's still strategy and wrong PL on average.
