Is it possible to bid for released driver? 

If one team release a driver, can other team buy him now? And how? Because bid option is grayed out.

Only if that driver is in the active transfer cycle, however there's a problem with buying at the same time as getting listed on auction which causes the token to be spend without getting the driver. For drivers/staff currently not selected for the transfer pool direct buy is only possible for ones that were in the team once. Also some managers may still have some in the Shortlist from before the change months ago, those can also still be bought.
