If a manager who isn't going to finish in the top 10 chooses to deny others from getting the FL point your proposal of limiting Boost usage to ?% per lap won't stop them. If this is the only reason for the developers to code such a rule it would be a waste of their time.
Imagine the limit was set to 10%. All a backmarker has to do is pit the car a couple of laps from the end of the race, fit SS tyres and unload the full limited boost on the last lap when tyres are fresh and the cars are lightest.
Nobody in the top 10 could counter this tactic because if they also pitted they would lose many places (and points) in an effort to secure 1 point for FL.

If you try to police this as a local rule (I was reading your league wall) I think you're going to have a real problem with a rule that states
It is forbidden to use excessive KERS in a single lap.
Two things immediately spring to mind:
- Who defines excessive?
- How do you measure it?
You'll be on a slippery slope if you start kicking people for non-compliance with a rule that can't be measured.
