So when someone found out that their racing result are drastically different than other member in the league, they might wanna to re-construct their development points, so i was thinking that the devs SHOULD add a feature that can allow us to re-construct the car’s development so that they can compete with other team. However, this feature should be only allowed like around 1-2 time(s) max in a season which cost several tokens to do that.

No, a wrong plan is a plan to fail.
If you repeat a big mistake race after race, wait for next season like in real life.

I think maybe like 20 points for 5 tokens or something. The whole car would be too much.

I think this a bad idea for a couple of reasons:
1. Weaker players will just use it to try and copy development of more successful managers which goes against ethos of a management game.
2. Even if they try to copy they will still be worse off as they are unlikely to know how to maximise the amount of dp they can earn during the season so will always have a shortfall.

3. If you are a bad player you SHOULD have bad results and nothing "pay to win" should solve your big mistakes.

I doubt this would change anything about having bad results if being bad at car design. The bad player would use it to make a bad copy (with less DP and no plan to it) of the winning cars. The good player would immediately use this feature strategically to maximise the own design even further.
So as it can't achieve what it's meant for, one goal I'm not convinced it would change the game to the better, while it would water down having to plan a season through from start to end I see no benefit. It'd just makes things worse.
