This is intentional. After level 13 you cannot find 5 stars staff in marketplace. You are forced to buy 5 stars stuff from headquarter. Anyway 4.5 stars staff works like 5 stars staff and there are ultrarare chances that you find a 5 stars staff element released by a player who paid tokens. In the last 5 months I found only one 5 stars CD in my marketplace. While you aren't level 20 (or 30?) it doesn't worth a single token expense.
