We've just ran our first race without refuelling. We all left the fuel allocations as the game had set them pre race in advanced settings. However there were huge discrepancies with fuel allocations, some started with 70 ish or 80 ish and I even had 93! When the race finished some only just made it and some like me had nearly 30 litres left. Are we to ignore the set allocation, is it meaningless or is there a glitch?

Suggested fuel even before no refuelling has always had a massive safety margin built into it.  If you want to be competitive you need to calculate your own fuel load taking into account likely average push level and use of boost (suggested fuel is based on pl3).  

The tighter you set this the faster you will be but make it too light and you will run out of fuel.  Each racers FE will impact on their default setting.

AFAIK this is not a glitch, the fuel allocation is a conservative estimate, so if you leave it alone you will guarantee to finish even if you run full PL5 for the entire race. 

Most likely the range of default fuel allocations were a result of teams having differing FE development.

The skill comes in working out how much fuel you'll need and reducing the pre-set fuel load to something more reasonable. If you hit the sweet spot (between 0.1 and 1.0 litres remaining at the end of the race) your car will be fast because it's not weighed down for the entire race with excess fuel. If you get too greedy you will run out and not finish.
