http://igpmanager.com/play/?url=race-spectate_1/

If you refresh the spectate page in the minutes of qualifying, the order changes everytime a new group gets added. Paging is almost meaningless at this time.
After every groups grid is filled, the site behaives fine.

It is not necessarily have to be in order. Just make sure that you can watch the race as fine as usual.

It has to be. Otherwise paging is meaningless.
Example: you are looking for a certain group. You can't find it on page 1 (since it is currently on page 2). You klick page 2. In the meantime a group was added or removed, meaning the order of groups completely changed. On page 2 are now a lot of groups you saw already on page 1. The one you are looking for is missing, since it made the switch to page 1.

Of course it is always difficult to deal with changing amonts and paging. But messing up the order several times doesn't help.

Just use the sort links to sort the table: i.e. for the starting time:
http://igpmanager.com/play/index.php?action=igpsortable&table=spectate&column=Start
or for the track:
http://igpmanager.com/play/index.php?action=igpsortable&table=spectate&column=Race
or...

that should be a workaround.

It is a workaround, kind of. Sorting by Start time is the default anyway. But, of course, if this is the only criterion, there are several groups equal to each other. If 1 gets added or removed it changes order within groups with same criterion. That's bad. There should be a secondary sort order like leagueID or raceID.
