I have been playing iGP since April of this year and something that is eraping my head is how unnacurate is the level of your employees while you level up. 

My Chief Designer is LVL 20 on talent and exp and 18 on Morales, but somehow has a lower rating than the top employees in this game. 

I'd like to understand how does this make sense. If anyone can explain it to me, that'll be really appreciated.

The important stat for staff is the stars/level.  Your CD is 12 which is below your manager level so you need to replace them otherwise your new season starting car will be poor.

Until you reach manager level 20 it’s a case of using staff which keep pace with your manager level to optimise your car development and research powe.
