Stars are a representation of your driver's level compared to yours.

Driver talent isn't something that can be trained so it's best to try and grab yourself a driver with as high of talent rating as you possibly can.

Homegrown drivers, as you call them, will increase in talent as your Academy increases in level. You will eventually find young drivers with 20 talent there. The advantage of grabbing a driver from your Academy is that they are young and don't demand a huge salary so doing so saves you money.

Edit: To answer your main question, talent is more important than stars.

As mentioned, as your facility level goes up you should start seeing 20 talent drivers. This is the same for your other staff, as well. As your Hospitality building increases in level, you will start to see level 20 CDs, TDs, and Docs.

And yes, weight does make a difference. Both driver and fuel weight. So with drivers it's best to focus on training their Physical attribute first to both get your driver's weight down to its minimum value and to build their stamina to 20. After that, it's best to focus on training Driving Abilty until all attributes are at 20, then focus on mental.

And, of course, when it comes to fuel you want the least amount that you think you can finish your rave/stints with.
