Different types of ideal setup

In every racing series ever, different teams run different setups at the same track for different reasons. Some use more downforce to be easier on the tires (more downforce means more direct grip and less sliding), others use less downforce to be easier on the engine (less downforce means less fuel and a lighter car). Some run higher wings for a wet race, some run lower wings for a dry race, and a few try to calibrate a wing height that is decently fast in both wet and dry conditions. Sharper, uptuned brakes allow for faster cornering speeds, while dulled ones allow for a cooler tire temperature. 

So I think that it would be fun to expand on iGP's current setup system by tying it into car development. The only problem is that I currently don't have any idea how this would work.

Does anyone else think this could be a good idea if I figure it out?

I like this idea but I think the setup page needs some tuning before this can be implemented - but this is still a good idea nonetheless
