In both of my first two races as a manager I faced the same frustrating problem. My driver wouldn't pit even though he did not have enough fuel left to complete another lap (0.5 litres in the last race). What is going wrong here? Why doesn't my driver pit? I would appreciate some help here.

Perhaps the driver is just to optimistic or not very bright.

But just to be sure, you do know you don't have to force a driver to pit normally right? The pit button should be turning green at some point indicating he is going to pit. Don't click that though because that would make him driving on.

Also If you click the pit button too later in the lapp he will just ignore the call. So I would reccomend pressing it at the start of the indicates pit lap as I do. Also maybe just put more fuel in for end stint

also, if you change the push level on the final lap that will use more fuel and you will run out to soon.

Nothing more frustrating than running out of fuel metres away from your pit lane, happened to me once. If iGP was to take F1 rules in then surely your pit crew should be allowed to push you into the pit stop as long as you're in the pit lane? Maybe a time penalty/much slower pit stop could be included in a future update to counter this problem?
