I agree that the HoF is not an accurate indication of the strongest managers in the game. With the existing flexible league structure I don't see any way to accurately gauge the real strength of a manager.
IMO this is not a good reason to abandon the HoF. Some people enjoy trying to work their way to the top so why should it be removed and deny these people their achievement? It's no worse than the previous system where hundreds of people had 10,000 rep and it was ordered by newest account descending.

Perhaps a slight adjustment to the calculations is what is needed. One that takes league difficulty into account.
What came first, the chicken or the egg? If you have no means of accurately measuring manager strength, how do you determine league difficulty?

It is impossible to have a single measurement of how good a manager really is. Even without flexible leagues it’s impossible.
And maybe it’s better to look at hof as a mini-game inside igp, sets a challenge for some managers, keeps them aboard so it’s not all bad
