Driver stats degradation.

Do the stats of your driver/drivers degrade after not training them for a while? For example if I my driver had 8 fast corners and I didn't train speed ever again would it eventually degrade to 1? I know this is the case when stats are high such as 19/20 but I'm just wondering if this is also the case for low stats. Thank you.
