Anyone know why some designers only 6% rise development in some parts and other designers with even lower level rise between 7% and 8%?

Answer: it is not about the designers. Reason is the current state of a certain part.

All gains are based on the level of your designers
Whether designing a new component or cloning one from another team, how big of a gain the step will be is determined by your designers skill level.


That means, the better a part, the smaller a gain is.

Nothing happens. I have found that is not only determined by the ability of the designers but also according to the performance of parts of the current season

Design page you can allocate your designers to the various parts of the car.
•In the top right of the screen you can set the development focus to the current or the next season.
•The better your parts become, the more time your designers need to develop an improvement for a part. Increasing the amount of designers helps in that area, but regardless of how many designers you are willing to allocate to one part, the quickest they can do is a new part every 2 days. Try splitting your car into sections, so you can have slightly quicker development. The aerodynamic components are: Sidepods, Front wing, Rear wing and Underbody. The mechanical components are: Chassis, Suspension and Internals.
•Focusing a lot on one season has the downside that the design team won’t be able to improve much on the other season parts anymore. Therefore, the continuous challenge is to keep a good balance between this year’s and next year’s performance
•Signing a better chief designer will lead to faster delivery of new parts and increases the maximum possible performance
•Training the designer support staff also increases the maximum possible performance for your parts
•Cloning – in the bottom of the Team->Design page you will find the option to spy on rival teams’ parts. You can use the acquired information to get a picture of the performance level of your rivals, but after researching the “Reverse engineering” technology (possible from development level 3) you will also be able to clone the parts that you spied on. Depending on the skills of your designer team, and the performance difference with your own part’s level, cloning will increase your parts level significantly. Use this wisely so as not to ruin your design prospects the following day by increasing the length of time it takes to design a new part, try to cone something that was designed already that day.
