I think it would be nice if the managers had an ability to train CDs and TDs in the long term atleast.
So currently CD has an area of strength and an area of weakness.
I suggest an alternate model for the staff:
1. Both CD and TD should have a Talent attribute similar to the drivers, that is fixed and cannot be enhanced by any means.
2. The other attributes should correspond to their understanding of different variables of a car’s performance, like Acceleration, Braking, etc.
3. They can have Morale and Experience factors additionally that make the distinction when it matters.
4. The overall progress of research / spying ability in each attribute will depend on some combination of the CD and TDs individual attributes for that component of the car performance, instead of simply the combined star level (with the exception of the strength and weakness).
5. But the initial car design at the beginning of each season, depends only upon the CDs attributes, including talent, morale and experience.
Additionally to make this more realistic, training could restricted only until / upto a staff hits a certain age. That way,
a. The improvement made with respect to each factor of the car after every race, will be different for two managers with same research stars.
b. The managers can invest in training young talented staff.
