Cooling and Reliability are usually the least featured attributes in high-performance leagues. One way I thought I could give them meaning would be to limit the number of engines and parts during the season. The league administrator could choose a certain amount of engines and parts that the managers could use.
Example: in a season with 18 races, the managers had 6 engines available, and they should think about the right time to make the exchange. The number of pieces would be more difficult to know, but I don't think it would be a big challenge. With these options enabled, managers were prohibited from purchasing engines and parts in the store.
These rules would give a greater prominence to the Reliability and Cooling attributes, researching Cooling to have less engine wear could make a big difference. Worry about the condition of the car's parts too, and Reliability would lend a helping hand. It would be rule options like the refueling and tire rule, not all managers would like the idea and each league would be free to choose.

Your idea isn't a bad one, but similar suggestions have been made before and the answer which usually comes back from the iGP Staff is players purchasing tokens is an income stream that is required for the provision of servers and to keep the lights on at iGP Towers. Therefore any suggestions that prevents players from buying engines will probably be rejected.

I suppose if something like this were to be accepted it would have to be on the understanding that the current free engine supply would be turned off or some other token expenditure be introduced. But this would have to happen at a game level, not at a league level to make it fair for everyone in terms of token expenditure.

It would really be a problem for the financial side of the game, but if in the future they could get other forms of income that could supply the purchase of engines and parts, it would be an interesting idea.
One suggestion would be to invest in the development of the engine and parts with tokens. It could be interesting.

In order to add a limit on engines, they should enable the concept of engine restoration. Let's say one token is 10% of health recovery but you cannot recover an engine more than 95%, just to reward who uses a fresh engine.

There would be people wasting tons of tokens but I don't see any difference from current system where we all buy engines afterall.

More tokens are used and it gives importance to cooling and reliability.

I don't think this is a bad idea but overall it wouldn't do much good for iGP Games - in another thread on this topic José said this clashes with one of the game's main sources of revenue and that they want to stick with a freemium model
