Is it normal for Young Driver training to sit at 99% for 4 seasons????

I've got a few young drivers in the pipeline. A couple of them have sat on 99% trained for several seasons now without budging. Others have reached 100%. Is this normal? What's happening?

No clue how that normally goes but it would be logical to me if it would run to 100%.

Just as I wonder, what kind of statistics will they wind up with at that level of training? It would appear to me that they also receive training at some parts of the skills you would rather not want.

do you have a country chosen for recruiting?  IIRC if you don't have a country you don't recruit or get gains.

I've recruited a bunch of younf drivers over time. And you need to begin by selecting a country, I know. These particular drivers have been sitting at 99% for ages now. Even other drivers in my list, that I recruited after these guys, have reached 100% but these guys are standing still. I think there's a bug of some sorts.
