The driver is simply "broken"
His special ability isn't working just like his favourite track thing isn't working.

"maxed out" cars in Canada qualifying (driver's favourite track alongside legendary qualifying ability ) and still qualified P5, top10 was on SS. Same happened in other 3races his special ability does not work

Looking at the driver I can see they qualified 9th, 19th and 12th in the races preceding their favourite track, then qualified 5th on their favourite track, then 12th on the next race which wasn't their favourite track.

Considering how many variables are at play here, and that they got their best qualifying result on their favourite track, it looks like it is working as intended.

I have also confirmed from the data behind the scenes that the qualifying special attribute was applied. The impacts were there in the qualifying data, versus the race, where they were not.

The reality is that these traits give a small advantage, but not an insurmountable one. It was designed to be close enough that people without these bonuses aren't excluded from being able to compete, but the advantages are there. There is no single magic performance trait which on its own determines the outcome with so many other variables at play, including how all the other teams prepare for the race and what bonuses they have chosen.
