Staff sell failed

Has your Chief Designer announced that they are retiring at the end of their contract?

If this is the case, you can not sell them to another team and the only way to get rid of them is to sack them. When sacking members of staff, you have to pay their entire remaining contract costs or keep them until their contract expires - hence the £28m lump sum you have.

You're going to have to pay the £28m one way or another (either 1 race at a time or in a lump sum). The way you decide to pay this will probably depend on how much cash you have atm - if you only have 29m, I'd recommend paying it 1 race at a time, but a lump sum may be better if you've 290m. 

As you've already paid for your new staff, I'd suggest keeping them, as otherwise it's a waste of cash.
