Question: in order for an overall circuit lap record to be broken, does the driver have to complete the race or can they just fuel for 3 laps, set the record and retire

Not sure about that, but I think it would count. However as the track rubbers in and gets faster during a race I've got my doubts if a record time could be set like that on a green track.
